In mid 1990s, the City of Green Bay was at a crossroads:
- Under-developed Central Business District
- Crime Rates on the rise
- Citizens feeling disenfranchised
- Housing stock declining
- Conditions needed to change
The response to these dilemmas included:
- Revitalization of downtown
- Started community policing
- Proactive housing inspections
- Formed the Neighborhood Division in City Hall
- Placed an emphasis on citizen input into the process by creating the Mayor’s Neighborhood Resource Board (later morphing into the Green Bay Neighborhood Leadership Council)
- In 1998, forming the first of 41 Neighborhood Associations, starting with the recognition of Astor, Navarino, Seymour Park, and Three Corners Neighborhood Associations!
